The biggest variation hell I've ever seen probably. I spent like 20 minutes checking variations of (B) F2 D' F' R U R' U2 F2 U2 R // 2c3 2e in 11, found 22 from it but turned out i misscrambled somewhere. There's a 20 from 1 of variations I checked but to get it you had to switch after (B' D) and spam all variations until you get lucky, which is doable but there were so many non-niss htrs in 16-17 that i just decided to leave it be and look for other drs. Dr i used in final is 22 optimal which is findable but not in the time i had left at the point i started checking it so i guess 23 is ok, but still this attempt wasn't a pleasant experience

Got this dr at about 25 minutes so decided not to finish checking 4movers and nissing a lot of rzps, cause 2c3 2e in 9 should be good for at least a 22. After finding this solution at 45 minutes decided to switch some rzps and almost immediately found this:
