Optimal of DR is 21. There are several of them, and me tunnelling on it but did not find optimal is kind of meh.
Most of them are 4q but as on both sides you can reduce to 4a1 4e in 10 and in 11, I tried to make that work a bit too much I think. One I could have found with double slice but I doubt it

Oh and adding U2 D2 changes Edge count to 4b2 2e and also 21 optimal but with very reasonnable 2q path
