Tie PR easier than non-tie PR2. Before A3 started I felt like I had a small chance to actually beat Wen (not counting DNFs) for the first time since 2016 since I was just one move behind, but I pretty much knew it wasn't happening when I was struggling so hard on A3 to find anything remotely usable and ended with a 23.

(B' D2 B) L2 B D2 R2 B' // HTR (8/16)
D2 B2 D2 R2 // fin (4/20)
optimal from DR.

other, in approximate chronological order:

(D' F2 R F) // 222 (a lot of extensions to create/preserve pairs)

R' B D' R F' // EO
R' // DR-3c2e but also kind of blocky; didn't squeeze anything out of this though

I probably sunk around 10-15 minutes on block starts that went nowhere.

(U2 B L) // EO (3/3)
(B2 U) // 3c2e (2/5)
(B2 F D B' D') // DR 2c3 4e (5/10)
(B L2 U2 B R2 B) // HTR (6/16)
(L2 B2 D2 L2 B2 U2) // fin (6/22)
found this relatively early so I quickly wrote it out; I was super sleepy so I actually thought of ending the attempt to take a nap but thankfully I didn't. opt from this DR is +11/21 but I wouldn't normally check this kind of stuff after I've already found a 12 finish:
// DR
(B') // 4b2 2e (1/11)
U2 L2 D2 B R2 B // HTR (6/17)
R2 F2 D2 R2 // fin (4/21)

(U L2 F' L) // EO 4c4e (4/4)
(F' U2 F D) // DR 4b4 (wow blocks) (4/8)
(F D2 F' D2 B L2) // 2c2e (6/14) (no good insertion)

B2 R2 B2 U2 F2 U2 L // HTR (7-1/18)
U D' L2 U' D' // fin (5-1/22)
optimal from DR.

at first I found this HTR:
B (… U) // DR
(U' D' R2 U D' L) // HTR (6-2/16)
but the finish from here is pretty whatever (25 LS then +1/26 fix)

then I had:
B (… U) // DR
B2 L2 F2 // setup (3-1/14)
U2 F2 D2 R // HTR (7-1/18)
U2 R2 F2 D2 B2 R2 // fin (6/24)
this HTR has four variations and I'd briefly looked at all of them before writing this one as the most promising one, but since I had time left I looked at the other three more carefully and noticed the DR-breaking finish.

other:

B (F D2 F) // EO (4/4)
(R D') // 3c2e (2/6)
(R' U2 L2 U' L U) // DR 0c3 (6/12)
the D' instead of D variation is doomed. give up.

didn't find anything else worth checking carefully.

other:
R' B' R' B' // EO (4/4)
R // 4c4e (1/5)
(F2 R2 D' L2 D R) // DR 4a4 (6/11)
briefly looked at this but didn't have time to properly check. opt +13/24.

L' D F R D // EO 4c4e (5/5)
F2 R D2 L2 B2 R B // DR 2c3 4e (7/12)
(L' F2 L F2 U2 D2 R) // HTR (7/19)
discarded after messing around a bit more since it didn't seem like it could beat 23. opt +11/23.
